International Engagement and Collaboration
As defined in 15 U.S.C. § 638(e)(16), foreign affiliation means a funded or unfunded academic, professional, or institutional appointment or position with a foreign government or government-owned entity, whether full-time, part-time, or voluntary (including adjunct, visiting, or Version 2 honorary). This includes appointments or positions deemed adjunct, visiting, or honorary with research institutions located in a foreign country of concern. Examples may be employment, consulting agreement, contract, or collaboration, with a foreign individual, foreign company, foreign organization, foreign government, or foreign government agency. The affiliation could be with or without monetary payment, payment in kind (travel, gifts or free use of resources), or reimbursement for expenses.
