Export Control And Research Cybersecurity

The Export Control and Research Cybersecurity Office is dedicated to ensuring compliance with federal regulations and institutional policies related to export control and the safeguarding of Controlled Unclassified Information (CUI). The office develops and maintains policies and procedures that align with these federal regulations and university policies. The Office collaborates with various departments and operational units to ensure consistent compliance practices across all Emory.

Export Control and Research Cybersecurity Regulatory Requirements

Export Control and Research Cybersecurity Program Components

The Export Control and Research Cybersecurity office ensures institutional compliance with U.S. laws and regulations governing the secure handling of sensitive research information. This includes oversight of export control regulations (such as ITAR and EAR) and safeguarding requirements for Controlled Unclassified Information (CUI) and other federally protected data. The office monitors regulatory updates and works to implement appropriate university policies, procedures, and training to support researchers in meeting federal cybersecurity and export compliance obligations.

Activities that can trigger Export Control compliance concerns

In an academic and research setting such as Emory's, these activities can include activities related to international collaborations, international shipping, international travel, hosting international visitors, employment of non-immigrant visa holders, conducting research which has restrictions on publications or Foreign Persons' participation, and conducting research which makes use of export-controlled inputs.

CUI and Research at Emory

Compliance with CUI requirements is overseen by the Export Control and Research Cybersecurity (ECRC) Office, and technical implementation is conducted by the Office of Information Technology (OIT). If your award, either directly or indirectly funded by the DoD, contains enhanced cybersecurity language, the Office of Sponsored Projects (OSP) coordinates with ECRC and OIT to ensure the appropriate cybersecurity measures are implemented.

Export Control Compliance Manual

The Emory University Export Control Compliance Program aims to minimize the risk of non-compliance with U.S. export control laws and regulations for both individuals and the institution. We support Emory’s academic units and departments by providing the necessary information, tools, and assistance for compliance.

Report an Event
Emory personnel can contact ECRC directly (exportcontrol@emory.edu) to report any suspected violations. The Integrity Hotline is also available for confidential reporting. Given the seriousness of export control violations, Emory takes steps to detect and address potential issues in a timely manner.
